libopencv-photo-dev software package provides development files for libopencv-photo2.4, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libopencv-photo-dev
libopencv-photo-dev is installed in your system.
Make ensure the libopencv-photo-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libopencv-photo-dev *
You will get with libopencv-photo-dev package name, version, architecture and description in a table
